Issues

Bilingual education was failure
Prop. 227 insists - because of the high dropout rate
Anti Prop 227 insists - because of lack of bilingual teachers

Students can acquire English with in a year
- according to Cummin's theory.... it is not quite possible

After adopting Prop.227
・Immersion classes are more bilingualizing
・Bilingual classes are more immersionizing

Suggestion
To improve each quolity
・In bilingual education - increase number of bilingual teachers
・In Prop. 227 - Only 1 year → Over 1 year
